Mr. Kurzban explores some of the changes in immigration policies under the Reagan, Bush (Sr.), and Clinton administrations, especially those relating to the plight of Haitian refugees. Topics touched upon relating to his extensive experience with immigration law include Jean v. Nelson, the effects of indigency on refugee treatment, Smith v. Smathers, the Haitian Refugee Center in Miami, policies of the INS, INS v. Marcie Lucie Jean, and the influence of political turmoil in Haiti on immigration in the United States

The son of an immigrant, Ira Kurzban began his career with civil rights work in Miami, working with Haitian refugees. He argued the landmark decision before the Supreme Court, Jean v. Nelson, regarding equal protection status and asylum for refugees. He went on to become the President of the American Immigration Lawyer's Association (AILA) and continued to deseek judicial review of immigration policies, especially those which indicated discrimination based on national origin and ethnicity. Kurzban has also been involved in defending immigration lawyers against federal prosecution. He is the author of "The Immigration Law Sourcebook."
