The Bureau of Consumer Protection (BCP) of the U.S. Federal Trade Commission (FTC) offers the July 1998 consumer alert entitled "FTC Names Its Dirty Dozen: 12 Scams Most Likely to Arrive Via Bulk E-mail." The text is available in PDF format. The FTC has found that most bulk electronic mail is fraudulent.
