E. Clinton Bamberger was born in Baltimore, Maryland on July 2, 1926. After graduating from Loyola College and Georgetown University Law Center, Bamberger worked as a law clerk to Judges Charles Markell and Edward Delaplaine of the Court of Appeals of Maryland. In 1952, he joined the Baltimore law firm of Piper & Marbury and became a partner in that firm in 1960. Bamberger served as Assistant Attorney General of Maryland from 1958-9. In 1965, he became the first Director of the Legal Services Program at the Office of Economic Opportunity. At the OEO/LSP, Bamberger was integral in gaining support for the new federal program that provided financial support for civil legal services for the poor. In 1969, Bamberger became Dean of the Columbus School of Law at the Catholic University, later working with the Legal Services Corporation and the Legal Services Institute. In 1982, Bamberger left LSI to become Professor of Law and Director of Clinical Education at the School of Law at the University of Maryland. He retired emeritus from the university in 1991
